Two-Day Odisha Urban Conclave – 2025 on October 23 & 24

Bhubaneswar(15/10/2025): The Housing & Urban Development Department, Government of Odisha, will organize a Two-Day "Odisha Urban Conclave – 2025" on 23rd and 24th October 2025 at the Convention Centre Auditorium, Lok Seva Bhawan Campus, Bhubaneswar. The Conclave will be held on the theme “Sustainable Urban Development & Governance – Towards Viksit Odisha @2036 and Viksit Bharat @2047.” The event will bring together all Urban Local Bodies (ULBs) of the State to deliberate on key aspects of urban governance, service delivery, and sustainable growth. The Conclave will be inaugurated by Minister, Housing & Urban Development, Dr.
Krushna Chandra Mohapatra.
Senior officers of the Government, representatives of various urban institutions, and delegates from all ULBs across the state will participate in the deliberations. Speaking ahead of the event, Minister Dr.
Krushna Chandra Mohapatra said, “Odisha’s cities are not merely engines of economic growth but mirrors of our collective aspirations.
Under the leadership of Chief Minister Mohan Charan Majhi, we are committed to building sustainable, resilient, and citizen-centric urban ecosystems.
The Odisha Urban Conclave – 2025 will be a milestone in charting the roadmap towards Viksit Odisha @2036 and contributing to the national vision of Viksit Bharat @2047.” Adding perspective on the objective of the Conclave, Usha Padhee, Principal Secretary, Housing & Urban Development Department, stated that “The Odisha Urban Conclave – 2025 is designed as a collaborative platform where all Urban Local Bodies can share ideas, innovations, and best practices.
Our focus is to strengthen local institutions, enhance urban service delivery, and promote digital transformation for effective, transparent, and citizen-first governance.
This collective dialogue will guide our journey toward sustainable and inclusive urban development.” The two-day event will focus on strengthening citizen-centric governance, improving urban infrastructure, roads, and drainage, enhancing water supply and sanitation services, and promoting digital governance initiatives such as SUJOG, ORTPSA, OSWAS, and the Integrated Call Centre (1929).
It will also deliberate on building financially and administratively empowered Urban Local Bodies (ULBs) capable of driving inclusive and accountable urban development. All Urban Local Bodies (ULBs) have been requested to ensure their active participation in the Conclave.
Each ULB will be represented by the PD (DUDA), Municipal Commissioner/Executive Officer as the head of delegation, along with one Municipal Engineer (AE/JE). The Odisha Urban Conclave – 2025 is envisioned as a dynamic platform for knowledge sharing, experience exchange, and collaborative planning, reaffirming the State’s commitment to sustainable, inclusive, and people-focused urban governance.
